The Position of Germany in Europe.
The German way of dealing with the disappearing of the second parent is not a shining example of what should be done, in Europe.
Whether the cases are national or international, through plain favouritism for a parent, plain incompetence, plain laziness or plain stupidity, German family law and German judges favour the terrorist parent, the one who resort to hostage taking, in order to square his or her accounts with the second parent.
This rather unappetizing situation has been brought to the attention of the European Parliament which, for the last 2 years, has been asking again and again, to the German authorities, some clarifications regarding the reasons of the German abnormalities. Mr Libicki, the president of the Commission of Petitions, in front of the silence of the German authorities, went asking as well, directly to Ursula Von Der Leyen.
No answer was ever provided by Mrs Von Der Leyen to Mr Libicki, apart perhaps from the one which can be found on youtube:

To date, over 400 petitions regarding German family law and the Jugendamt have been given to the Commission of the Petition.
In 2005, a report made by the Law Firm Freshfield, for the EP, determined that German family law, in its everyday use, was a cause for concern to the member states of the European Union.
Mr Rogalski, Polish MeP, is currently presenting to the EP a project of resolution regarding the German family law, and its unacceptable habits of favouring the hooligan parent, in national as well as in international cases. In the latter case, the role of the infamous Jugendamt must be taken into consideration. Several cases illustrate the rather strange choices of an administration which seems to be omnipotent, and which is never put into question by the German Nomenklatura.
The European Parliament decided recently to complete a new enquiry concerning Germany and 3 other countries. One of them was apparently choosen more as a tit for tat requested by the German authority, than for any objective reason: it was Poland, the most vocal critics of the German system.
Regarding this enquiry, Mrs Dr Karin Jäckel and several German parental associations are ready to inform at length the EP of thousands of cases involving foreign parents, German parents and the German authorities – including, of course, the Jugendamt.
