When Germany destroys Europe
This 10th of July, in Karlsruhe (Germany), in the course of a debate, Mrs E Gebhardt, the mediator for transnational kidnapping at the EP and some German MeP's tried to explain to the local people that what they are doing at teh EP is positive. It was a golden opportunity to speak about Gebhardt, to Gebhardt, in front of numerous witnesses.
Me and Pascal want there with 2 targets we had shared
1 binational parental kidnapping (for Pascal), and
2 the last slap in the face that Europe had to support because of Mrs Zypries*.(Sabine)
When the members of the public could talk, almost at once, Mrs Kerstin Roth (from the group of Mr Pomorski) took the microphone and complained bitterly about:
- the problem of foreign parents (polish especially) to whom it is forbidden to speak polish to their binational children, kidnapped in Germany.
- the criminal attitudes of the Jugendamt.
- the discrimination of German justice towards the foreign parents.
As the topic was not ideal for the debatters, there were no answer given to the questions and remarks of Mrs Roth.
I spoke just after Mrs Roth and mentioned the following points:
- the petitions recently given to the EP against the Jugendamt.
- the stopping of some actions at the EP, because of the pressure of some german MeP and because of the pressure of the German President of the EP, all wishing to protect not the children, but the Jugendamt.
- mentioning the bad news of the day (the refusal of Germany to produce an european-wide 'amber alert' system), I tried with my own words to say what Liberation had very nicely written (see under).
- I ended my intervention telling that Mrs Gebhardt is responsible for the non return of the children kidnapped to Germany in the case of parental kidnapping.
Pascal started then: In the european frame, he mentioned
- the increasing number of binational parental kidnapping
- the lack of action (by sheer incompetence, of by sheer will) of the National Authorities into that matter.
- the difficulty to get the European countries to respect conventions and regulations.
- the work of a first mediator, at the EP, Mrs Banotti, who did what she could.
- the arrival, later on, of a new mediator, Mrs Gebhardt, as the replacement of Mrs Banotti, and who did nothing from day one of her tenure.
The only answer to our interventions and questions concerning children was a deafening silence.
There was an obvious embarrassment from the politics who were there, in front of the barrage of questions coming from every corner of the room. The surprise, too, to note that several parents, well known from Mrs Gebhardt, had travelled long distances, to let her know, in front of her home public, what could be thought of her; that several parents had travelled long distances to let the public know that the way Germany deals in Europe does not correspond to the european democratic wish.
The debate was probably a failure for the German representative but, in the end, for Europe as well. What does Germany want? A Teutonic Europe, or a Germany, equal partner of its European neighbours? With its behaviour, Germany is damaging the goodwill of the people of Europe.
It seems to me that the conclusions of the article you can read further down are true: Germany is not ready yet to gear itself for a true european cooperation.
'Ce blocage montre les limites de la simple coopération intergouvernementale: elle dépend totalement de la volonté de chaque Etat membre et l'opposition d'un seul suffit à tout bloquer. La méthode communautaire autorise, elle, le vote à la majorité qualifiée, ce qui aurait suffit à contourner l'opposition de l'Allemagne. Reste à voir siles Etats membres les plus allants sont prêts à créer une 'coopérationrenforcée' afin de lancer à quelques uns un système européen (...).L'Allemagne finira bien par le rejoindre.'
